1 -- VALUE OF SCORES.
Scoring is that allowed by NCAA codes except as noted:
- Touchdown.
Six-points (male) and in some leagues nine-points (female).
- Point-After-Touchdown
(Conversion).
One-point by kick; two points by pass or run.
- Field-Goal.
Three-points.
- Safety.
Two-points.
- Forfeit.
A point total for the offended-team that is equal to the number of
roster players allowed by league with zero points for the
offending-team; or, for an ongoing game, the offended-team having the
option of taking the score to the point of forfeiture.

2 -- REQUIREMENT TO VERIFY FIELD SCORES.
Every score from the field (any touchdown or extra-point conversion by
run or pass), must be verified by a game official to be recorded as
having been scored. Verification requires that a scoring
player immediately be deflagged by an official. Such a scorer
while still possessing the ball must report to the closest referee and
submit to a flag-belt deflagging verification. This action
requires that scoring players report to the nearest official and raise
their arms to allow the referee to deflag. The flag-belt must
detach with one simple pull. If the flag-belt does not detach
as expected, the referee shall
immediately inspect the flag-belt to ascertain if a violation as to its
attachment exists. If a violation is discovered, the
touchdown is
disallowed, the violator disqualified, the down lost to the violator's
team which is to be penalized 20 yards from the previous spot for an
unsportsmanlike violation. If the flag-belt does detach, the
referee is then to signal the score and then
receive the ball from the scoring player who will either hand or toss
the ball to that game official.

3 -- SAFETY AND TOUCH-BACK: RELINQUISHMENT OF TOUCH-BACK
PROTECTION.
Article
1 - Team Right to Advance the Ball from Behind its Goal. A
team has the right to try to advance a kick, fumble caught in the air
or intercepted pass when one of these conditions exist:
- A kick received in the air
after carrying over the goal.
- A kick caught after having
hit first before the goal without touching the ground on or behind the
goal-line.
- A fumble from the field of
play caught in the air at or behind the goal-line.
- A pass intercepted at or
behind the goal-line.
In the cases above, when players under physical control of their
actions do with intent seek to advance the ball over the goal and move
five or more yards, this movement shall relinquish the team's right to
touch-back protection if the ball can not be advanced from behind the
goal. After moving five-yards under body control, the team's
player must advance the ball outside the end-zone under penalty of
awarding the opponent a safety.
EXAMPLE:
B11 catches a Team A scrimmage-kick behind the goal and while under
body control by intent seeks to run the ball over five-yards towards
the playing field but is deflagged behind the goal by a Team A
player.
RULING:
B11's actions relinquished the team the right to touch-back protection
on the play and the failure to advance the ball over the goal results
in a safety being declared and two-points awarded to Team A.
EXAMPLE:
B32 catches a Team A kick-off behind the goal after it bounced before
the goal and while under body control by intent seeks to run the ball
back onto the playing field but slips and falls to the ground behind
the goal after moving more than five-yards.
RULING:
Team A awarded two-points for a safety that B32's actions
created. B32 lost Team B the right to touch-back protection.
EXAMPLE:
B48 intercepts a Team A pass at back of end-zone and while under
physical control does by intent run five or more yards towards the
playing field but is deflagged by A83 behind the goal.
RULING:
Team A awarded two-points for a safety that B48's actions
created. B48 lost Team B the right to touch-back
protection.

4 -- COMPETITIVE SCORING RULES.
Some leagues follow a competitive scoring code.

5 -- FORFEITED GAMES.
A team shall forfeit a game that is to start or in progress when the
following occur:
- A team can not
field the required number of players set by its league of membership to
start a half or at anytime during the game.
- If home-team, it fails a
fifth-time in the game to properly provide sideline assistance when the
assistants are not fully-vested and ready prior to the commencement of
a half or any down during the game; and/or, the said assistants do not
properly man the sideline game equipment. A forfeit is
obtained in such cases by an escalating series of penalties starting
with a warning (first violation) and increasing to a 5 yard delay
penalty (second violation); a 10 yard delay penalty (third violation);
a 15 yard delay penalty (fourth violation); and, a forfeit (fifth
violation).
- A team voluntarily withdraws
from the field or asks the game be ended before the designated time for
the contest has elapsed.
- A team's behavior causes the
Referees to declare a terminated game.
- A disqualified participant
refuses to leave the field-of-play under Referee order.
- A number of other violations
of Regulations or Rules as judged by the assigned game officials.
A team shall forfeit a game that has been played when the following
occur:
- The team is guilty of having
used an ineligible or disqualified person to coach, serve in a staff
capacity, or to play.
- A protest over participant
eligibility is upheld by the Program.
A team charged with a forfeited game will lose all right to future
Program membership if charged with a second forfeit in the same
season. In such cases, all the registered participants on
that team will also lose eligibility.
A team that has a record of forfeits over a multi-season period can
equally be removed from membership as determined by the Program.
NOTE:
Points
obtained a team through a forfeit that do not represent actual
accomplishments in a game can not
be recorded to the credit of any player but area enumerated for team
scoring in that season.
SECTION 6 -- GRACE PERIOD ALLOWED BEFORE A FORFEIT
DECLARED.
A team shall have a
15
minute
grace-period to avoid a forfeit commencing with the published
starting-time for a game to field the appropriate number of registered
and eligible players as required in its league format.
When a preceding game interferes with the game starting at the
scheduled and published time, the grace-period shall begin with the
call by the Referee for a pre-game conference.
If a team can not field the required number of players as required by
its league's format to start a second-half, a
five-minute
grace period is allowed.
SECTION
7 -- TERMINATED GAMES.
Referees have the authority, after appropriate warning when possible or
applicable, to terminate any game in which they judge the continuation
of play might threaten the safety and well-being of themselves,
participants or spectators.
A team charged with being the cause for and/or the major cause for a
game termination will face disciplinary action by the Program that can
include removal of membership. Similar penalty will apply
when both teams are equally guilty of actions that caused a terminated
game.
