SECTION
1 -- PROCEDURE AFTER A FOUL OR VIOLATION.
Article 1 - Live Ball Foul or Violation. When
a
live-ball
foul or violation occurs, the referee shall, at the end of the down,
notify the offended team captain of the options created by the foul or
violation. If the penalty is declined or there was a
double-foul, there is no loss of distance.
Article
2 - Dead Ball Foul or Violation. When
a foul or violation occurs during a dead-ball interval between downs or
prior to a free-kick or snap, the ball does not become dead.
The referee shall notify the offended team captain of the options
created by the foul or violation.
Article
3 - Live-Ball/Dead-Ball Foul or Violation. When
a live-ball foul or violation is followed by a dead-ball foul or
violation by the same team or both teams, the penalties shall be
administered separately and in order of occurrence.
Article
4 - Captain's First Choice on Penalty Option is Irrevocable. A
captain's first choice on all penalty options is irrevocable.
SECTION
2 -- DOUBLE AND MULTIPLE FOULS OR VIOLATIONS.
Article
1 - Double Foul.
When both teams commit a foul
or violation, other than unsportsmanlike fouls or violations, during
the same live-ball period for a down and:
A) There
is no change of possession.
B) There
is change of possession and the team in possession at the end of the
down was guilty of a foul or violation prior to the final change of
possession.
C) There
is no change in possession and the team in final possession of the ball
accepts the penalty(s) for its opponent's foul(s) or violation(s).
Then in A) and B) above, the penalties
shall cancel and the down be replayed.
Article
2 - Change of Possession.
If both teams commit fouls or violations on a down on which there is a
change of possession, the team last gaining possession may retain the
ball, provided it did not foul prior to the change of possession and it
declined the penalty for its opponent's foul or violation, other than
one for unsportsmanlike conduct.
Article
3 - Multiple Fouls or Violations. When
two or more live-ball fouls or violations are committed by the same
team, only one penalty may be chosen except when a foul(s) or
violation(s) for unsportsmanlike conduct follow any previous foul or
violation. In such cases, the penalty for unsportsmanlike
conduct is to be administered separately. The offended team
captain may choose which penalty will be administered or decline all
penalties.
Article
4 - Dead-Ball Fouls or Violations. Penalties
for dead-ball fouls or violations are administered separately in order
of occurred. Dead-ball fouls or violations are
not
coupled with other dead-ball fouls or violations to create double or
multiple fouls or violations.

3 -- ENFORCEMENT PROCEDURES.
Enforcement spots are fixed by the type of play and by standard NCAA
Rule guidelines for enforcement governing the spot for penalty
enforcement.

4 -- HALF-DISTANCE ENFORCEMENT PROCEDURES.
All flagrant foul enforcement is to be the full 20 yards set for such
fouls or violations except when this full yardage can not be imposed by
the existence of a team's goal-line. In cases where such full
yardage enforcement is impacted by a team's goal-line, the yardage
penalty shall be to the offending team's one-yard line. The
half distance penalty yardage enforcement followed by the NCAA Rules
do
not
apply in Program leagues for flagrant fouls or violations.

5 -- PASS INTERFERENCE ENFORCEMENT PROCEDURES.
NCAA Rule enforcement procedures for pass interference do
not
apply in Program leagues. Pass interference fouls are to be
enforced as spot-fouls except when such a foul occurs within 15 yards
of the scrimmage-line for a down. In these cases, the
interference foul penalty yardage is to be 15 yards imposed from the
spot for the ball on the down in which the foul occurred.

6 -- SPOT FOUL/VIOLATION ENFORCEMENT PROCEDURES.
Enforcement guidelines exist that a team is given credit for yardage it
gained without assistance of a foul or violation. It is
assumed that the foul which would give this aid is one committed behind
the line-of-scrimmage. Therefore, all fouls but this one,
that is a foul or violation by the offensive team in its backfield, are
penalized from the basic spot of a foul or violation. A foul
or violation committed by Team A behind its scrimmage-line is penalized
from the spot of the foul or violation.
EXAMPLE:
On
a Team A pass up-field that is complete, A67 10 yards behind the play
illegally blocks a Team B player. RULING:
The Team A pass is complete and the yardage gained to the spot of A67's
blocking foul is allowed with penalty enforcement against Team A
imposed at the spot of A67's foul.
EXAMPLE:
A10 runs the ball for a gain of 24 yards but A80 is detected holding a
Team B player in the Team A backfield as the run began. RULING:
Team A's yardage gained on A10's run is eliminated, the ball returned
to the spot of A80's foul and penalty yardage imposed from that spot
against Team A.
EXAMPLE:
On a Team A short pass, B55 interferes with A88 five-yards beyond the
scrimmage-line. RULING:
As thee interference occurred within 15 yards of the spot for that
down, the penalty yardage of 15 yards is imposed from that down's spot
against Team B.
EXAMPLE:
Player A22 crosses the Team B goal on a long pass but at Team B's 32
yard-line began engaging in theatrics by running with exaggerated and
unnatural stride holding the ball aloft as a "trophy." RULING:
The Team A score is disallowed, the ball returned to Team B's 32
yard-line and a 20 yard penalty against Team A imposed from that spot
with A22 being disqualified for being guilty of two theatric violations
on one-play.
SECTION
7 -- FORFEITURE OF A GAME.
Except under the most unusual circumstances, a decision to forfeit a
game by a referee crew is final and can
not
be appealed.
SECTION
8 -- DISQUALIFIED PERSON.
A participant disqualified from a game for a flagrant-foul or violation
must leave the field area within two-minutes or risk the declaration of
a forfeit against the violator's team. A team coach or other
staff-person removed from the game for any reason must vacate the
field-area within two-minutes under the same forfeiture risk.

Appendix H details the maintenance of the
Game
Report Card required for each
game.

10 -- CODE BEHAVIOR AND SPORTSMANSHIP.
All registered participants are obligated to know and fully adhere to
the published Rules, Regulations and Codes of Conduct for the Program
and those announced, altered or otherwise modified from the published
documents.
